Issues

Constructing 30-45 miles of new rail line has the potential to have significant impacts to the environment and will require preparation of anenvironmental document, either an Environmental Assessment (EA) or an Environmental Impact Statement (EIS), in compliance with the National Environmental Policy Act (NEPA).

The current phase is to complete sufficient engineering and environmental analysis to support the ARRC's application forto the Surface Transportation Board (STB) for license to construct and operate the rail line. Click on the link to read more about the NEPA Process.

The Surface Transportation Board, the lead federal agency responsible for conducting an environmental review of the Port MacKenzie Rail Extension Project, will study
